hlt training updates

06 November 2023 HLT Training Package Update: ASQA Allows Extended Transition for HLT40113 Certificate IV in Aboriginal and/or Torres Strait Islander Primary Health Care

The Australian Skills Quality Authority (ASQA) has announced a crucial update in the HLT training package, specifically impacting the transition deadline for the HLT40113 Certificate IV in Aboriginal and/or Torres Strait Islander Primary Health Care. This move, prompted by a recent application for an extended transition, aims to provide additional time for students pursuing this qualification.

In response to evolving needs, this HLT training update surpasses the established guidelines (Clause 1.26 (a) in the Standards for Registered Training Organisations 2015). The original deadline for training, assessment, and certification issuance, initially set for 31 December 2024, has now been extended to 31 July 2025. This adjustment is designed to bring flexibility and support to students navigating this training journey.

Aligned with the principles of the Guidance for Providers – Learner Transition, ASQA thoroughly evaluates applications for extended transition periods. This process prioritises considering potential genuine disadvantages to a specific learner cohort if an extension is not granted.

It’s important to note that this extension exclusively applies to students who commenced their training and/or assessment in the qualification on or before 13 December 2023. All affected students must either successfully complete their studies or transition to replacement qualifications by the revised deadline.

Before reaching this decision, ASQA engaged in consultations with key educational authorities, including the Victorian Registration and Qualifications Authority and the Training Accreditation Council of Western Australia. Further discussions were held with the Department of Employment and Workplace Relations and the Jobs and Skills Council, which oversees operational responsibility for the HLT training package.

Significantly, the HLT40113 Certificate IV in Aboriginal and/or Torres Strait Islander Primary Health Care will remain on the scope of registration for RTOs until the conclusion of the extended transition period. This HLT training update underscores ASQA’s unwavering commitment to supporting and acknowledging the qualification’s importance in the healthcare sector.

14 September 2023 HLT Training Updates: Extended Transition Period Approved for Aboriginal and/or Torres Islander Health Care Qualifications

The Australian Skills Quality Authority (ASQA) released a new health (HLT) training package update extending the transition period for two Aboriginal and/or Torres Strait Islander health care qualifications.

ASQA exercised its authority to approve more extended transition periods than those indicated in the Standards for Registered Training Organisations 2015. Following the Guidance for Providers – Learner Transition, ASQA investigates requests for an extended transition if it’s clear that it would be disadvantageous for learners if not given an extension.

After consulting with the Victorian Registration and Qualifications Authority (VRQA) and the Training Accreditation Council of Western Australia (TAC WA), ASQA approved the extended transition period.

Benefits of the Extended Transition Period in New HLT Training Package Update

The revised transition period, moved from 31 December 2024 to 31 July 2025, only applies to learners who have already enrolled or plan to enrol in the affected HLT qualifications on or before 13 December 2023. This new transition period means learners have more time to complete their studies and gain their respective certifications for the specified Aboriginal and/or Torres Islander health care qualifications.

However, learners should attain their certifications or transfer to replacement qualifications by the end of the extended transition period.

With this HLT training update, registered training organisations (RTOs) can keep the specified qualifications on their scope of registration until the end of the revised transition period.

The extended transition provides RTOs with the avenue for a smoother transition process to accommodate their learner’s needs while ensuring the delivery of the highest standard of training and assessment.

HLT Training Package Qualifications with Extended Transition Period

The qualifications with an extended transition period are:

These qualifications are essential for the healthcare industry as it provides vital knowledge and skills catering to the unique needs of Aboriginal and/or Torres Strait Islander clients and communities.

ASQA’s decision to extend the transition period for these specialised HLT qualifications showcases its dedication to making vocational education and training more accessible and efficient.

With this move, ASQA is giving learners more time to finish their courses, intending to reduce possible setbacks and bolster a skilled and capable healthcare workforce.

For RTOs and learners, you should make the most of this opportunity to ensure a smooth transition and embrace the advantages these qualifications bring to the healthcare sector.

1 August 2023 HLT Training Updates: Extended Transition Period Approved for Critical Health Qualifications

In a recent HLT training package update, the Australian Skills Quality Authority (ASQA) granted an extended transition period for crucial Health qualifications.

ASQA has recently granted a rare exception, allowing for an extended training and certification period for four critical qualifications in the healthcare sector. This decision aims to avoid potential disadvantages for learners and ensure a smooth transition to new qualifications.

New HLT Training Package Update on Extended Transition Period a Relief for Learners

The extended transition period, set to conclude on 31 July 2024, offers some relief to learners with these qualifications. It allows learners who have already enrolled or plan to enroll in the impacted courses to complete their studies and obtain the respective certifications during this extended period.

However, it is essential to note that all students must finish their courses or be transferred to replacement qualifications by the transition end date.

For RTOs, the HLT training update means that the specified qualifications will remain on their scope of registration until the end of the extended transition period.

It also allows RTOs to ensure a smooth transition process for their learners, accommodating their needs and ensuring the highest standard of training delivery.

HLT Training Package Qualifications with Extended Transition Period

The qualifications granted an extended transition period are:

These qualifications are vital for the healthcare industry, providing essential skills and knowledge for aspiring professionals to contribute effectively to various healthcare settings.

ASQA’s decision to grant an extended transition period for critical Health qualifications demonstrates its commitment to facilitating accessible and effective vocational education and training.

By offering learners extra time to complete their courses, ASQA aims to alleviate potential disadvantages and support a well-trained and competent healthcare workforce.

Learners and RTOs alike must seize this opportunity to ensure a seamless transition and embrace the benefits of these qualifications in the healthcare industry.

16 June 2023 Update

Extended Transition Period Granted for HLT42015 Certificate IV in Massage Therapy & HLT52015 Diploma of Remedial Massage

The Australian Skills Quality Authority (ASQA) has granted an extended transition period for the HLT42015 Certificate IV in Massage Therapy and HLT52015 Diploma of Remedial Massage qualifications. This decision comes as ASQA exercises its authority to approve transition periods that exceed the standard guidelines outlined in the Standards for Registered Training Organisations 2015.

Ensuring Fairness for Learners

ASQA has established specific criteria for considering applications for a more extended transition period. It will only entertain such requests if it can be demonstrated that a particular cohort of learners would experience genuine disadvantages if the extension is not granted. The aim is to ensure that learners have sufficient time to complete their studies and obtain the necessary qualifications.

Extended Period Details

Under the newly approved transition period, the training, assessment, and certification issuance for the HLT42015 and HLT52015 qualifications will continue until 14 December 2024. This means that new enrolments and commencements for these qualifications will be accepted beyond the previous cutoff date of 13 December 2023. However, it is essential to note that all students must have completed or transferred to the replacement qualification by 14 December 2024.

Support from Industry Bodies

The decision to extend the transition end date for these qualifications was made in consultation with various industry bodies. The Association of Massage Therapists, Australian Natural Therapists Association, Massage & Myotherapy Australia, Hapi Physiotherapy, Massage Philosophy, Chi-Link, and Victorian Massage and Myotherapy RTO Network all supported the extension. Their endorsement highlights the collective agreement among industry professionals regarding the need for an extended transition period to maintain the quality and standards of massage therapy education.

Collaboration with Regulatory Authorities

ASQA worked closely with the Victorian Registration and Qualifications Authority (VRQA) and the Training Accreditation Council Western Australia (TAC WA) to assess and consider the extended transition period request. This collaboration with regulatory authorities ensures a comprehensive and informed decision-making process.

Maintaining Qualification Scope

Throughout the extended transition period, the HLT42015 Certificate IV in Massage Therapy and HLT52015 Diploma of Remedial Massage qualifications will remain in the scope of registration for the relevant Registered Training Organisations (RTOs). This means that students who have already enrolled or plan to enrol in these qualifications can confidently continue their studies, knowing that the qualifications will be recognised until the end of the extended transition period.

Approving an extended transition period for the HLT42015 Certificate IV in Massage Therapy and HLT52015 Diploma of Remedial Massage qualifications by ASQA reflects a commitment to ensuring fairness for learners. By allowing additional time for completion and certification, ASQA aims to minimise any potential disadvantages learners face. The support from industry bodies and collaboration with regulatory authorities further strengthen the decision, ensuring that massage therapy education in Australia maintains its quality and standards. Students and training providers can confidently continue their educational journey, knowing that these qualifications will remain valid until the end of the extended transition period.

ASQA Grants Extended Transition Period for HLT54115 Diploma of Nursing

In a recent development, the Australian Skills Quality Authority (ASQA) has approved an extended transition period for the HLT54115 Diploma of Nursing qualification. This decision will apply to all registered training organisations (RTOs) with the scope to deliver this particular qualification.

Flexibility for Transition Period

ASQA, in accordance with the Guidelines for Providers-Learner Transition, has the authority to grant transition periods that exceed the duration outlined in Clauses 1.26 (a), (b), and (c) of the Standards for Registered Training Organisations 2015. This flexibility allows ASQA to consider applications for an extended transition period when it can be demonstrated that a particular cohort of learners would face genuine disadvantages without such an extension.

Extended Transition Period Details

The extended training, assessment, and certification issuance period for the HLT54115 Diploma of Nursing qualification will now conclude on 12 March 2024. This extension ensures that learners pursuing this qualification have ample time to complete their training and assessment requirements.

Support from Accreditation Council

It is worth noting that the decision to extend the transition end date for this qualification and the affected cohorts received support from the Australian Nursing & Midwifery Accreditation Council. This collaborative effort highlights the importance of accommodating learners and maintaining the quality and standards of nursing education.

Continued Availability of Qualification

During the extended transition period, the HLT54115 Diploma of Nursing qualification will remain in the scope of registration for providers. This signifies that RTOs will continue to offer and deliver this qualification until the end of the extended transition period.

ASQA’s Commitment to Quality Education

The approval of the extended transition period for the HLT54115 Diploma of Nursing reflects ASQA’s commitment to supporting learners and ensuring a smooth transition for educational qualifications. This decision aligns with the organisation’s goal of promoting high-quality vocational education and training in Australia.

HLT Training Updates: New Infection Prevention and Control Units Postponed

The implementation of the new Infection Prevention and Control units of competency, HLTINF006 and HLTINF007, has been postponed! The Australian Industry and Skills Committee (AISC) has announced that RTOs will have until 1 July 2023 to deliver these new units instead of the initial 1 March 2023 deadline.

Stakeholders raised concerns about the tight timeline, prompting the AISC to delay the implementation date. This delay will give RTOs more time to prepare and adjust their delivery schedules for the new HLT training updates. It also ensures they have enough time to stay up-to-date with the latest infection prevention and control practices.

As a result, RTOs can now continue to deliver the superseded HLTINF001 and HLTINF003 units until 30 June 2023, providing more flexibility in planning for the updated qualifications. From 1 July 2023, RTOs with these qualifications and skill sets must deliver either the HLTINF006 or HLTINF007 units.

New Infection Prevention and Control Units Updated to Meet Industry Demands

ASQA has released the latest (Version 8.0) HLT training package in Australia with major revisions to the qualifications, units of competency, and skill sets. One of the notable revisions was the endorsement of two new Infection Prevention and Control units of competency, namely:

These changes were a result of the current industry demands to update the skills and knowledge of the learners and meet the standards for infection prevention and control.

The Australian Industry Skills Committee (AISC) has agreed to replace the superseded units on all current CHC and HLT qualifications, with 29 qualification updates and no transition period applicable. This ‘minor change’ commences on 28 February 2023, which gives RTOs sufficient time to prepare for the training delivery of the new units within the affected qualifications from 1 March 2023.
