6 April 2023 FNS Training Update: ASQA Approves Extended Transition Period for 4 FNS Qualifications
In a recent announcement, the Australian Skills Quality Authority (ASQA) has approved an extended training and assessment period until 31 January 2024 for continuing students of four qualifications in Australia’s Financial Services (FNS) training package. These qualifications include FNS42020 Certificate IV in Banking Services, FNS50217 Diploma of Accounting, FNS50417 Diploma of Payroll Services, and FNS60217 Advanced Diploma of Accounting.
The extended transition period will significantly impact Registered Training Organisations (RTOs) with scope for delivery of these qualifications, particularly those with continuing students. As an RTO with scope for delivery in these qualifications, it is crucial to understand the implications of this extended transition period.
According to ASQA’s Guidance for Providers – Learner Transition, an extended transition period can be granted if a particular cohort of learners faces genuine disadvantages without it. In this situation, ASQA concluded that an extension was necessary to prevent any negative impact on continuing students as the qualifications transition to new versions.
To ensure the fairness and validity of the extended transition period for the affected qualifications in the FNS training package, ASQA consulted with various authorities, including the Victoria Registration and Qualifications Authority (VRQA) and Training Accreditation Council Western Australia (TAC WA).
The move to extend the transition period for FNS42020, FNS50217, FNS50417, and FNS60217 qualifications also had the support of numerous organisations such as PwC’s Skills for Australia, the Government of South Australia, the Department of Education, and the Victorian TAFE Accounting Network/VTAN Group.
To ensure compliance with ASQA’s extended transition period, RTOs with scope for delivery of the affected qualifications must remember that the qualifications will remain on their scope of registration until the end of the transition period.
