Progressing Key Reforms in Vocational Education and Training

On Friday, 30 June 2023, Federal, State, and Territory Skills and Training Ministers met to discuss and advance crucial vocational education and training (VET) sector reforms.

The meeting focused on developing a new National Skills Agreement (NSA) and the importance of qualifications reform in supporting a high-performing economy.

Introducing the 5-year National Skills Agreement

Skills Ministers discussed the structure and funding arrangements of the new National Skills Agreement, set to commence on 1 January 2024.

The agreement aims to provide flexibility, autonomy, and funding certainty to States and Territories, enabling them to deliver on national, state, and territory priorities. It will address national concerns by embedding joint stewardship of the VET sector while allowing for localised responses and flexibility.

Driving Qualifications Reform

Recognising the significance of VET reform in building a resilient and productive workforce, Skills Ministers reaffirmed their commitment to this vital endeavour. They agreed on the need for a VET qualifications system that is high-performing, easy to navigate, and responsive to the needs of employers and learners.

The qualifications reform will prioritise innovation, excellence in training delivery and assessment, safety and quality in training outcomes, adaptability to structural changes, and increased utilisation of nationally recognised training.

To drive this reform forward, stakeholders will establish a time-limited tripartite Qualifications Reform Design Group. The group will draft new rules for developing units of competency and qualifications that cater to industry needs by the end of 2023.

Jobs and Skills Australia Update

Professor Peter Dawkins AO, the Interim Director of Jobs and Skills Australia (JSA), updated the Skills Ministers on JSA’s ongoing efforts, highlighting the forthcoming priorities and the collaborative development of the 2023-24 work plan with tripartite partners.

The Skills Ministers endorsed the Jobs and Skills Australia Amendment Bill 2023, introducing enhanced governance arrangements and expanded functions. This strengthened framework holds excellent potential for delivering impartial data and analysis to Skills Ministers and the nation, specifically focusing on workforce, skills, and training requirements.

Enhancing Quality Reforms: RTO Standards and VET Workforce Blueprint

During the discussions, Skills Ministers addressed the advancements in quality reforms within the VET sector. They prioritised bolstering the Fit and Proper Person Requirements as outlined in the Standards for Registered Training Organisations (RTOs) 2015 to uphold the integrity of the VET sector.

They also deliberated on potential modifications to the RTO Standards, in alignment with the revised Training and Education Package, to foster the expansion of the VET workforce. Stakeholders will thoroughly review a comprehensive set of amendments in a separate evaluation.

Advancing TAFE Centers of Excellence

The ongoing development of nationally networked TAFE Centres of Excellence was a key topic of discussion among Skills Ministers. These centres will collaborate with industry, universities, and governments to address critical economic challenges, such as transitioning to a clean economy, promoting manufacturing and sovereign capability, and meeting care and support needs.

By focusing on critical skills shortage areas and establishing trust in the quality of training, the TAFE Centres of Excellence aim to strengthen the training sector.

Paving the Way for a Stronger VET Sector

The joint meeting of Skills Ministers underscored their commitment to advancing essential reforms in the VET sector. The discussions concerned the new National Skills Agreement, VET reform, Jobs and Skills Australia’s role, quality reforms in RTO standards, and the development of TAFE Centers of Excellence. These initiatives aim to create a high-performing, adaptable, and responsive VET sector that meets the evolving needs of the economy and supports individuals in acquiring the skills necessary for success.
